He wasn't very good when he was here eight years ago, so I doubt he'd rip up any trees now. If he's turned the deal down then either it was a lot lower than he was already on or he 'knows' he can get better elsewhere. I don't believe that wages across football are going to decrease. I think what might happen is that clubs will be a little more circumspect when it comes to throwing money at just any old player but it won't be as common as you'd think. He turned the contract down mate. He already knows what he's likely to get elsewhere and it's more than he was being offered at Cardiff otherwise he'd have just signed for them. It's not any different to Fletcher, who was almost certainly offered less to sign on again here, but he knew he could get a better deal elsewhere. The injury is an issue but the situation is no different. Players know what they have a chance of getting somewhere else, and if the Cardiff offer was a sizeable reduction, which I reckon it probably was, then he'll believe that there's more money somewhere else, and there probably will be.
