Propaganda by us? Well by all accounts it sounds like a genuine effort by us but we got out-bidded by a team with more money. Not sure why you are labelling it propaganda.

We’ve went all out with the propaganda by getting the Brazilian newspapers to say we were involved, then send people out to negotiate with him and improve our offer a number of times. Flamengo wanted him to accept us according to the report

It says flamengo  wanted to sell to us because they believed the bid and didn’t trust Fulham  but Fulham come back and player and agents wants to go to Fulham. 
 

can’t blame him choosing Fulham over us to be fair
