Gill nets do have sizes but they still catch the majority of fish that have not bred. Gill nets are selected based on targeted species but no one tells the fish to get out the way. 
Cod breading differs ranging very earliest from 2 to 4 years but normally around 6 to 8 years. No mature 13 year old cod has been caught in years.  
It was once rumoured you could walk across water on the backs of a shoal of Herring. Same story, over fished. Basically fish stocks are depleted and predictions global fish stocks will have collapsed by 2048..

Unless there is some black market in fish I'm not aware of... 🤷‍♂️

 

Quota systems exist and trawlers are constantly monitored but they do catch others species or to many which are dumped. It’s a simple case of fishing catching more fish then being breed. To much technology, to many boats.
